Big Gummint

In New York State, if you want to start a business that provides personal care to older people struggling to stay in their homes safely and comfortably, you must get a license. The State thinks it has a responsibility to ensure the safety of such people seeking services from such a business. Fine. Give me a license and then I will endeavor to provide seniors with the assistance they need to stay in their homes. Well, you can't have a license because we have a moratorium on granting licenses for home care. What? We have a moratorium on licensing home care agencies. Oh, I see. You require a license to offer a service that older people are clamoring and desperate for, but you aren't granting any of said licenses. That's correct.

New York State deserves what it gets.
